Transition to federalism in Nepal recently have consequently resulted in the decentralization of the authority to the provincial land local government. Promulgation of new constitution and delegation of power has restructured the existing governing bodies and the also the responsibility they have performed in respective units. The National Health Infrastructure Development Standards 2074 (NIDHS 2017) forms a basis of establishing and upgrading the government health institutions locally through active community involvement. Therefore, understanding the potential challenges and gaps that exist, DFID/NHSSP has pledged to support MoHP in building resilient infrastructure and a sustainable health infrastructure system.
Anweshan at the other end worked together and supported NHSSP in feasibility study using qualitative research approach that helped as a guideline to plan and introduce new programmes and projects in support of reconstructing a resilient health infrastructure. The feasibility study was conducted with an objective to a) Investigate and assess mechanisms and options for providing outreach to the target staff groups b) to investigate and assess mechanisms and options for building an effective network and community of practice.
The feasibility study was conducted from November 15 to November 26, 2018 among the relevant officals of MoHP, DUDBC, Federations of Contractors Association, National Reconstruction Authority and also among Engineering academy's staffs and students. Altogether Anweshan's research team conducted Twelve KII, Seven IDI and two FGDs in Pokhara, Bhaktapur and Lalitpur.
The thematic analysis of the study through inductive approach adopted by Anweshan provided the decision makers with the numbers of recommendations for effective outreach and mentoring support which was more likely (Mobile based platform, integrated support platform,professional course development and communication).
